The present invention relates to a Toeplitz matrix processing device and a method thereof. More specifically, the Toeplitz matrix processing device can significantly reduce the addition computation amount by eliminating duplicate elements in an element selection process. According to the present invention, the Toeplitz matrix processing device comprises: an element selection unit which eliminates duplicate elements while differentiating a Toeplitz matrix into smaller matrices, and forms an improved seventh-order matrix by eliminating the duplicate elements in a diagonal line passing through adjacent smaller matrices when the Toeplitz matrix is differentiated to 2x2 matrices to select elements of a multiplication target vector; an information expanding unit expanding the length of an information vector to correspond to the number of elements of the multiplication target vector selected by the element selection unit; and an information collection unit which multiplies the multiplication target vector by the expanded information vector of the information expanding unit to collect the result. Accordingly, the Toeplitz matrix processing device can reduce the amount of additional computation.
