The present invention relates to a skin whitening cosmetic composition capable of inhibiting glucosidase containing natural extracts which are isolated and extracted from an Astragalus sinicus flower having glucosidase inhibiting ability. The natural extract isolated from the Astragalus sinicus flower according to the present invention, as a substance having the glucosidase inhibiting ability, can be applied variously to a human body for skin whitening such as cosmetics, foods, medicine and the like. The skin whitening cosmetic composition of the present invention is applied to a cosmetic composition and is not limited to the field.
