A ring resonator based wavelength division multiplexing transmitter and system are disclosed. The wavelength division multiplexing transmitter of the present invention includes an optical waveguide part which receives a first optical signal of multiple wavelengths and outputs a second optical signal of a modulated wavelength of the first optical signal, a ring resonator part which is disposed around the optical waveguide part and modulates the first optical signal into a second optical signal, and a driving part which is connected to the ring resonator part and always supplies a voltage equal to or higher than a threshold voltage to the ring resonator part using a carrier injection method.
