Disclosed are an apparatus for evaluating risks which performs a simulation based on probability for distributions of risky substances of agricultural products and information on intake thereof to calculate an exposure distribution and a method thereof, and provides a risk evaluation according to the calculated exposure distribution. According to the present invention, the risk evaluating apparatus comprises: a distribution setting unit which sets a distribution range of risky substances of agricultural products; an intake distribution setting unit which sets a distribution range of intake information of a human taking risky substances; and a risk evaluation unit which takes several times of a simulation for a combination of a distribution value of set agricultural products and a distribution value of the set intake information and evaluates a risk. The present invention properly and reliably evaluates risks, which are caused by risky substances of agricultural products, to a human body, by means of a simulation process based on the distribution value and probabilities.
