Disclosed are a user authority management system and a providing method thereof. The user authority management system according to an embodiment of the present invention comprises: a database storing user information including information on each user account and sets of authority information corresponding to a plurality of license authorities, respectively, wherein the authority information includes information on a license type allowed by each license authority and information on the number of allowed user accounts allowed by each license type; an execution module collecting execution information of an access user account accessing a license target system; a license module analyzing the execution information to classify the license type corresponding to each access user account; and a control module transmitting applied authority information corresponding to an applied license authority owned by a main license use body among the sets of authority information and type classification information on the license type classified by the license module to a manager terminal.
