The present invention relates to a high-low voltage switchboard, a motor control board, and a distribution board having seismic phased blockage/recovery and optimal operation functions. More specifically, when an abnormal situation occurs, a breaker of a power distribution device including any one of a high-low voltage switchboard, a motor control board, and a distribution board is sequentially blocked. When recovery is made thereto, the breaker is sequentially recovered while electrical abnormality and overheat are confirmed. In a recovery process, an electric shock caused by a leakage current is prevented. Thus, a safe recovery is supported. According to the present invention, an operation is made to safely and sequentially block a breaker flow of a power distribution device by determining an abnormal situation such as an earthquake on the basis of a sensing signal of a sensor unit configured in a power distribution device such as a high-voltage switchboard, a motor control board, or a distribution board. When an abnormal situation is released, a safe staged recovery is performed in consideration of the internal state of the power distribution device whenever the sequential recovery of each breaker is performed in a process of recovering a breaker flow. At the same time, a leakage current generated by a component in which damage occurs among components constituting the power distribution device is sensed. A result therefrom is displayed to enable a manger to recognize. Accordingly, the safety of the manager is secured, and at the same time the power distribution device can be stably recovered.
