The present invention discloses an apparatus and method for transmitting multimedia data using a variable code and a time division scheme in visible light wireless communication. According to an embodiment of the present invention, a visible light transmission apparatus based on a light emitting diode includes a code allocation part for determining the importance of a plurality of video layer signals and assigning orthogonal division codes having different lengths to each of the plurality of video layer signals based on the importance; and a wavelength allocation part for allocating the video layer signals encoded using the orthogonal division codes to the wavelengths of a light emitting diode (LED).
