The present invention relates to an apparatus for constructing an integrated identification system and a method thereof, and more particularly, to an apparatus for constructing an integrated identification system in a future internet environment and a method thereof, capable of generating an identifier which can be identified in a network and can secure uniqueness by providing an integrated name-identifier-locator framework which is extendable to a new future internet and using a context ID provided from a network management system in a host (for example, tenant) to provide a variety of services, contents and the like based on the integrated name-identifier-locator framework.
