A foundation structure of a building having an earthquake response attenuation function is disclosed. The foundation structure of the building having the earthquake response attenuation function according to the present invention includes: a concrete foundation constructed by arranging reinforcing bars on the ground and pouring concrete or placing reinforcing bars in a space formed by excavating the ground and pouring concrete such that a construction space, which is open upward only, is defined by the bottom and sidewalls; a vibration absorbing layer formed of at least one stone selected from crushed stone, gravel, and volcanic stone so as to absorb a load of an earthquake transmitted from the ground through the concrete foundation, and filling the space with a predetermined height while forming a gap in the construction space; and a lower structure which is assembled in a lattice form on an upper surface of the vibration absorbing layer. According to the present invention, the load transmitted from the ground by the earthquake can be efficiently attenuated by the vibration absorbing layer, the structure forming the foundation of the building can be quickly and easily assembled, and the lower structure does not dig into the vibration absorbing layer upon the earthquake so that the building can be prevented from being tilted. A horizontal displacement buffering unit is provided on an outer surface or an inner surface of the sidewall of the lower structure so as to buffer or absorb the shock generated when the building moves horizontally due to the earthquake, thereby minimizing the damage caused by the impact.
