The present invention relates to a method for generating molecular hydrogen gas by using a method of electrolyzing water and then adding the same to cosmetic water or beverage and generating a part of hydrogen dissolved into a nano-micrometer size as desired, and to a method for manufacturing hydrogenated cosmetic water or functional beverage in a more economical and portable way, thereby providing functional beverage and cosmetic water (cosmetics) made in a DIY (do it yourself) form. More particularly, the present invention relates to a technology including a hydrogen generating device, a gas-selective permeable membrane, a nano-bubble generating device, and an ultrasonic wave irradiator which are intended to be dissolved in the cosmetic water or beverage.
