The present invention relates to a public key encrypting method based on LWE executed by a computer. The public key encrypting method based on LWE executed by a computer according to an embodiment of the present invention includes the steps of: calculating a matrix (A) composed of random values obtained from a seed value; calculating an error matrix (E); calculating a matrix (S); calculating (AS+E) by a matrix (B); setting a matrix (S) as a secret key; setting the seed value or the matrix (B) as a public key; calculating a column vector (u); calculating a column vector pair (e_1, e_2); calculating a column vector (e_3); calculating a first cipher text; and setting a shared secret key. Therefore, the present invention can improve an encryption speed.
