The present invention relates to a hair cosmetic composition comprising an extract of Aphanizomenon flos-aquae. A hair conditioning composition containing the extract of Aphanizomenon flos-aquae of the present invention improves the smoothness of hair, and remarkably improves the hardness and tensile strength of hair, thereby exhibiting an excellent hair conditioning effect.
