The present invention relates to a numerical control data generating system. The numerical control data generating system according to the present invention comprises: an original numerical control data generation module for generating original numerical control data; and a tool path modification module for modifying a tool path. The tool path modification module receives the original numerical control data from the original numerical control data generation module, performs a numerical control processing simulation by using the received original numerical control data and material shape information, determines whether a void interval exists in an original tool path by the original numerical control data, deletes the void interval from the original tool path when it is determined that the void interval exists in the original tool path, generates final numerical control data by using the original tool path in which the void interval has been deleted, maintains the original tool path when it is determined that the void interval does not exist in the original tool path, performs a numerical control processing simulation of a next tool by using the original numerical control data of the next tool and the material shape information, determines whether there is a no-load interval, which is processed by the current tool and has not been processed, in a next original tool path by the original numerical control data of the next tool, and deletes the no-load interval from the next original tool path and generates the final numerical control data if the next original tool path determines that the no-load interval exists.
