The present invention provides a cover for preventing backflow and an apparatus for preventing backflow having the same, comprising: an inner cover; and an outer cover including an outer circumference unit connected to an outer circumference unit of the inner cover to have a hollow between the inner and outer covers, and a penetration hole as a buoyancy preventing hole to have the hollow communicated with the outside.
