The present invention relates to a method for subjective rate control according to a scene change and an encoding device thereof. In order to consider perceived image quality in rate control algorithm in video encoding for the case where a scene change occurs in an input image, the encoding device can calculate perceived visual significances of a picture before and after the scene change has occurred and perform adaptive bit distribution accordingly.
