According to one embodiment of the present invention, provided is a method for predicting localized heavy rain using forecast variables, which comprises the following steps of: building a KLAPS analyzing field and ground rainfall amount data during localized heavy rain; extracting vetical meteorological data of a point of occurrence of localized heavy rain from the KLAPS analysis field; comparing values of a plurality of meteorological variables extracted from the vertical meteorological data with changes of the ground rainfall amount during the localized heavy rainfall so as to determine a meteorological variable related to the localized heavy rainfall as a forecast variable for predicting localized heavy rainfall; calculating variable characteristics and quantitative values of the forecast variable; and setting a boundary condition for the forecast variable based on the calculated variable characteristics and quantitative values.
