Disclosed are a method for VNF scaling-out, a VNFM for the same, and an NFV system using the same. An operating method of a VNFM performing scaling-out on a VNF in an NFV system comprises the steps of: receiving a VNF scaling-out operation request from an NFV orchestrator based on status information of VNF components (VNFC) constituting the VNF and status information of corresponding virtual resources; and in response to the VNF scaling-out operation request, on the basis of the state information of the VNFC and the status information of the virtual resources, sending, to a virtualized infrastructure manager (VIM), a request for addition of a VNFC instance and a request for distribution of a user traffic based on the property of the VNFC instance.
