According to an embodiment of the present invention, the device for detecting a voice tic symptom based on an SVM algorithm comprises: a learning part generating a voice tic symptom detecting model based on a plurality of tic symptom voice data, a mel-frequency cepstral coefficients (MFCC) feature vector and an SVM instruction learning algorithm; an input part receiving target voice data for testing the voice tic symptom from a user; and a diagnosing part judging whether the target voice data corresponds to the voice tic symptom based on the voice tic detecting model.
