The present invention relates to a method for solving an issue for manually operating, by an operator, an emergency core cooling system by determining a loss-of-coolant accident since Wolseong nuclear power plant unit 1 has no corresponding signal while Wolseong nuclear power plants units 2, 3, and 4 are operated when a coolant low pressure signal among operating conditional signals of the emergency core cooling system is maintained at 5.52 MPa(a) for 10 minutes. According to the present invention, a method for designing a conditional signal of an emergency core cooling system of Wolseong nuclear power plant unit 1 of a heavy-water reactor, comprises the steps of: setting a pressure of a conditional signal of a loss-of-coolant accident from 5.52 Mpa(a) to 6.0 Mpa(a) when the conditional signal of an emergency core cooling system of Wolseong nuclear power plant unit 1 is designed; setting the duration of the conditional signal from 10 minutes to 5 minutes; and operating the emergency core cooling system upon reaching the conditional signal.
