The present invention relates to a cell regeneration composition excellent in biocompatibility. The cell regeneration composition is capable of promoting growth of in-vivo or in-vitro cells by containing a cell hypersecreating growth factors and at least one of a neural stem cell, a nerve cell, and a GABAergic nerve cell. In addition, the cell regeneration composition inhibits cell death and promotes growth of damaged nerve cells and nerve fibers, can be used as a therapeutic agent for neurological diseases even if cells in an intermediate stage of conversion is contained, and is able to prevent, ameliorate, or treat various neurological diseases and ischemic diseases. In addition, the cell regeneration composition barely causes side effects which may occur when embryonic stem cells or induced pluripotent stem cells are applied in vivo, and can be applied as a cosmetic composition.
