Disclosed are a system and a method of generating a function control scenario based on device state transition. The system includes: a user input module configured to receive inputs of a device state, a function and device control, respectively; a scenario generation module configured to respectively generate a state node, a function node, and a device control node against the inputs of the device state, the function and the device control received from the user input module; and a device control code generation module configured to generate a control code to control the device based on the scenario generated in the scenario generation module. According to the system and the method, the device is configured to have a device control pattern thereof designed based on the mutual relationship among the state transition, the function transition, and the device control transition that are formed as a single scenario, so that the present invention may provide an advantageous effect in reducing error in a device development and in enhancing an operation efficiency of the device.
