The present invention relates to a non-stick porcelain enamel coating agent composition and a heat-cooker coated with the same and, more specifically, to a non-stick porcelain enamel coating agent composition and a heat-cooker coated with the same, wherein the heat-cooker has a non-stick porcelain enamel coating layer formed by carrying, in pores of a filler, silicone fluid with non-stick characteristics to produce a functional filler, and using the non-stick porcelain enamel coating agent composition made by mixing the functional filler with an enamel composition, thereby being able to maintain non-stick characteristics for a long time as well as giving the non-stick characteristics to the porcelain enamel coating layer, additionally never being harmful to a human body, and regularly distributing the functional filler, where the silicone fluid is carried in the pores, in an upper, a middle and a lower layer of the porcelain enamel coating layer to slowly elute a non-stick material from the lower layer to a coating surface in spite of being exposed to high temperatures for a long time for maintaining non-stick durability for a long time.
