The present invention relates to an apparatus for estimating a precise location of a vehicle, a method thereof, and a method for implementing a map to estimate a precise location of a vehicle. According to one embodiment of the present invention, the apparatus can comprise: an image input unit obtaining a stereo image while driving; a matching vector extracting unit extracting a matching vector from the stereo image while driving; and a real-time location estimating unit loading a map vector in a current location based on GPS (Global Positioning System) information among map data, implemented in advance, and estimating a current location of a vehicle using the extracted matching vector and the loaded map vector.
