The present invention provides an encoder performing quantization based on a dead zone which reflects visual sensitivity of the human and sets a dead zone, and a video processing system including the same. The encoder according to the present invention comprises: a domain conversion part converting first image data of a space region into second image data of a frequency region including first to N^th (N is an integer of 1 or more) frequency data; a dead zone determining part including a human visual system (HVS) table including visual frequency sensitivity of the human, and determining the dead zone for each of the first to N^th frequency data based on the HVS table; and a quantization part performing quantization for the second image data based on the dead zone.
