The present invention relates to a hybrid VOCs removing system using a UV cleaning tower and an electrolysis device and a VOCs removing method using the same. The system includes: a cleaning tower unit enabling VOCs gas supplied from the outside to be absorbed by an absorbing solution including an oxidizing agent, and oxidizing some of the VOCs; a UV lamp emitting ultraviolet rays to make the absorbing solution absorb VOCs by making the VOCs react to radicals generated by activating the oxidizing agent of the absorbing solution sprayed inside the cleaning tower unit; an electrolysis device electrochemically removing the VOSs absorbed by the absorbing solution while reproducing the absorbing solution by reproducing the oxidizing agent included in the absorbing solution; an absorbing solution transfer unit supplying the concentrated absorbing solution of the cleaning tower unit to the electrolysis device; an absorbing solution spraying unit spraying the absorbing solution reproduced through the electrolysis device by transferring the absorbing solution to the cleaning tower unit; an adsorbing device filled with an adsorbent adsorbing and removing a small amount of VOCs generated from the electrolysis device and the cleaning tower unit; and a gas transfer part transferring the gas discharged from the electrolysis device and the cleaning tower unit to the adsorbing device.
