The present invention is to provide a distributed self-organizing network system and a method thereof. The distributed self-organizing network system can determine the use of network coding, wireless transmission power, and transmission range based on the independent decisions of individual nodes instead of configuring the wireless network nodes to follow a centralized planning scheme. The distributed self-organizing network system includes: a network forming unit which enables source nodes (S) and intermediate nodes (V) to determine optimal behavior with respect to the self-behavior and behavior of other nodes to form a network; and a parameter updating unit which updates the bias power by checking the system throughput and transmission failure penalty based on the optimal behavior of the network formed by the network forming unit.
