Disclosed are a device and a method to enable an unregistered communication terminal in an ID-based communication system to transmit a call to a telephone number-based communication system. According to an embodiment, a device for providing an ID-based calling service includes: a transmitting request receiving part receiving a transmitting request including a telephone number of a receiver from a transmitting terminal connected through an ID; an acceptance request part transmitting a transmission acceptance request including the ID to a telephone number-based calling server and receiving a response thereto; and a call connection request part transmitting the telephone number of the receiver and the ID of the transmitting terminal to the telephone number-based calling server based on the response.
