The present invention relates to a moderately basic poly aluminum chloride (PAC) and a manufacturing method thereof. More specifically, the present invention relates to the moderately basic PAC manufactured by a series of processes consisting of mixing, reacting, cooling, diluting, and filtering aluminum hydroxide and concentrated hydrochloric acid which are raw materials for PAC. Therefore, the moderately basic PAC is excellent in physical properties such as aluminum oxide content, pH, basicity, specific gravity, and turbidity and excellent in cohesion efficiency, storage stability, and organic matter or phosphorus removal ability.
