The present invention relates to a fastening apparatus and a fastening method for an earthquake-proof indoor fire hydrant. The present invention includes a plate material for concrete placement, a plurality of position fixing units coupled with the upper surface of the plate material for concrete placement and having an upper surface where an insertion hole is formed, and an insert plate for insertion into the insert hole where a fastening plate is formed having an upper portion where a plurality of fastening holes are formed and a plurality of support rods are formed in a lower portion. The earthquake-proof indoor fire hydrant is coupled with the upper portion of the fastening plate.
