According to the present invention, the system for tracking a victim in a medium and long-range on coastal areas comprises: a plurality of transmission terminals (100) including a transmission RF module (110) for transmitting an RF signal, a GPS module (120) for receiving a GPS signal, and a processor module (130) for processing an RF signal and a GPS signal; and a reception terminal (200) including a reception RF module (210) for receiving an RF signal, a GPS module (220) for receiving a GPS signal, and a processor module (230) for processing an RF signal and a GPS signal, wherein the transmission RF module (110) and the reception RF module (120) transmit/receive location information of the transmission/reception terminals (100, 200) and unique IDs of the transmission/reception terminals (100, 200) according to the GPS signal received from the GPS modules (120, 220) using a long range (LoRa) wireless communications method.
