A smart phone application based elderly and disabled people management system using real-time tap water meter and a method using same are suggested. The smart phone application based elderly and disabled people management system suggested in the present invention includes a tap water meter database storing user information and real-time tap water information measured by a remote tap water meter; a control module including a plurality of sub modules for providing real-time tap water information in response to the tap water database and performing an emergency situation notification service; a GUI part for executing a plurality of sub modules in a smart terminal environment and providing an emergency notification service in response to the control module part; and a display part for outputting the processing information of a command returned from the control module part through the GUI part to a smart terminal screen.
