The present invention relates to a system for generating high-temperature heat by using plasma generated through thermal decomposition and melting processes. According to an embodiment of the present invention, the high-temperature heat generation system can apply heat to water in a thermal decomposition melting furnace (100) with no or deficient amounts of oxygen to dissociate the water, thermally decompose organic or inorganic substances into gas and tar, mix the water vapor generated by dissociating the water to the decomposition products generated in the thermal decomposition process, and enable the mixture to come in contact with heat, thereby obtaining high-temperature plasma.
