The tubes coated with the transparent thin film heating element are connected in series to maximize a contact area with heating water so as to improve energy efficiency and the heating water heat-exchanged in the transparent thin film heating element is circulated through a pump to radiate heat to a heating space so as to perform heating. Moreover, a heating temperature is freely adjusted by a temperature controller, and temperature, overheat, and water level sensors are installed inside and outside the boiler to remove all risk factors used by a user.
