The present invention relates to a quantum security terminal using a quantum random number generator and a pseudo-random number program technology. A quantum server includes a high-speed quantum random number generator and a high-speed pseudo-random number generator, wherein the high-speed pseudo-random number generator generates a high-speed symmetric cryptography key through a pseudo-random number program, and the high-speed quantum random number generator generates a high-speed asymmetric cryptography key through a quantum random number in the high-speed symmetric cryptography key. A cloud quantum random number generator includes a cloud quantum random number control unit, and a cloud pseudo-random number generator. The cloud pseudo-random number generator generates a cloud symmetric cryptography key through a pseudo-random number program, and the cloud quantum random number control unit generates a cloud asymmetric cryptography key through a quantum random number in the cloud symmetric cryptography key. A terminal quantum random number generator includes a terminal quantum random number control unit and a terminal pseudo-random number generator. The terminal pseudo-random number generator generates a terminal symmetric cryptography key through a pseudo-random number program. The terminal quantum random number control unit generates a terminal asymmetric cryptography key through a quantum random number in the terminal symmetric cryptography key.
