The present invention relates to a river bed protecting device having a double-porous plate structure to minimize a loss of river bed materials which is caused by abrupt scouring of a river bed due to fast water stream at a downstream side of a weir. The river bed protecting devices are installed in rows on the river bed at the downstream side of the wire to form a matrix in order to solve the above problem. The river bed protecting device includes a support body installed on the river bed and having a plurality of posts connecting upper and lower ends to form a space at a middle portion between the upper and lower ends, thereby guiding a main stream of the river to an upstream side through the space, without being congesting adjacent to a downstream end of the matrix of the river bed protecting devices; a damper block installed on the upper end of the support body to guide the main stream passing through the weir, and having a plurality of permeable voids to allow water flowing to the upstream side through the space of the support body to raise and meet at a point of the main stream but decrease the raising speed of the water; and a filter block installed on the lower end of the support body to cover the river bed, thereby preventing the river bed materials from being raised.
