The present invention relates to a cosmetic composition for improving anti-oxidation, anti-wrinkle and moisturizing comprising a fermented culture from used water from washing rice and to a manufacturing method thereof. In the present invention, anti-oxidation, anti-wrinkle and moisturizing effects after fermentation of the used water from washing rice, as a cosmetic raw material, are compared and confirmed to have an excellent effect of providing a functional cosmetic composition containing the fermented culture from the used water from washing rice as an effective ingredient.
