The present invention relates to arrangement of tie hoops applying seismic details of a rebar concrete column, comprising a main rebar (1a) longitudinally installed to form a rectangular rebar concrete column member and a tie hoop (1b) to surround the periphery of the main rebar at a right angle. An objective of arrangement of tie hoops in accordance with existing seismic details is to bend (hook) an end part of the tie hoop by 135 degrees to prevent the tie hoop from being opened, such that restriction effect is provided to ensure flexibility and seismic performance of the rebar concrete column in occurrence of a seismic load by buckling prevention of the main rebar (1a). According to the present invention, as an alternative to remarkably improve a disadvantage that a method to bend (hook) an existing tie hoop by 135 degrees is difficult to couple a rebar in construction of the tie hoop so as to lower work efficiency and require a lot of time, the end of the tie hoop (2b) is bent (hooked) by 90 degrees and opening of the tie hoop (2b) is prevented by a fixing device (2c) to realize a complete restriction effect so as to make work become efficient while satisfying application of seismic details, thereby rebar arrangement constructability of a rebar concrete column is largely improved.
