The present invention relates to fluorescence carbon dots including a bisphosphonate derivative and a manufacturing method thereof. The fluorescence carbon dots of the present invention have an excellent fluorescence intensity even at a low concentration, represent water solubility, and are excellent in biocompatibility, thereby being considered to be useful as a fluorescent probe, a bio-imaging agent and a bone filler having a bone resorption inhibiting function.
