The present invention relates to a vertical multi-point GPS electron floater system, and a method for measuring a flow velocity by using the same which can accurately measure a flow velocity by enabling the system to move by accepting a flow direction of water while being rarely influenced by an action of wind, wave, etc. on the surface of the water. The system comprises: a floater floating on the surface of the water, and receiving GPS information by mounting a GPS receiver; and an underwater propelling unit connected to the floater by a connection line while floating by having a weight underwater by being separated from the floater toward the bottom of the floater, and leading the floater according to a flow of the water so as to move the floater together.
