The present invention relates to a smart port system for managing a harbor access vehicle based on BLE beacon. The present invention: has an IoT-based beacon tag and a beacon AP sensing the same by having a charger and a small solar panel through a harbor operation information network building the beacon tag and a plurality of beacon APs in a harbor; monitors a beacon tag-attached object, a location tracking and a movement path of a vehicle by an RTLS server for location recognition through the beacon AP; manages a harbor access of a worker/visitor vehicle when entering a vehicle gate by being connected with a container terminal harbor automation system; issues a container receipt to the smartphone of a mobile phone number related to the beacon tag of a driver of a harbor access vehicle; performs an active monitoring when a vehicle passes through a yard block entrance and arrives at ARMGC; and transmits a beacon tag device ID, an RSSI value, and GPS location information of the beacon AP to the container terminal harbor automation system by recognizing the beacon AP at each point of the beacon tag since the beacon tag only transmits the ID and the RSSI value in one way at a predetermined cycle; transmits a work order to a smart device related to the beacon tag information of the harbor access vehicle through an adjacent beacon AP and the access management of a harbor vehicle; manages the movement line of a movement route by measuring and tracking the location and information of the beacon tag of a vehicle of a worker/visitor based on the location information of the facility and building of a harbor; and provides access security management, hazardous area safety management, major assets with beacon tag, and location-based hazardous material management.
