The present invention relates an I-shaped steel girder (10) bent into an arch structure and a form (100) for manufacturing a steel composite arch member (A) which is formed by coupling a concrete block (20) to the top or bottom surface of the I-shaped steel girder (10). The steel girder (10) includes: an upper flange (11); a lower flange (12); and an abdominal part (13). The form (100), with the structure bent along the steel girder (10), includes: an internal form (110) coupled to the laid steel girder (10), with a distance from the same upward, while forming the bottom surface of the block (20); and an external form (120) which is installed on top of the internal form (110) to form the top surface of the block (20), with a distance from the internal form upward. As shown in Figure 8, the steel composite form (100) of the present invention is bent to correspond to the bent shape of the steel girder (10), and is coupled to the steel girder (10) while the steel girder (10) is laid down. The internal form (110) at the same time is coupled to the steel girder (10) as shown in Figures 4 and 5, and the external form (120) is installed at a distance from the internal form (110).
