The present invention relates to a method and an apparatus for generating a voltage based on a flow which increase voltage generation by forming an atomic network between single wall carbon nanotubes through surface plasmonic welding. According to the present invention, the surface roughness and a surface resistance value of a membrane of the carbon nanotube can be significantly reduced through the surface plasmonic welding. Therefore, a carbon nanotube voltage generating apparatus manufactured by using the same has the power generation amount 10-20 times higher than the existing power generation amount by significantly reducing a surface contact resistance.
