One embodiment of the present invention provides a system that can utilize manager-based routing. During operation, the system receives a request for a piece of content from a user at a computer device and determines whether the content is locally available. In response to content that is not locally available, the system identifies the remote administrator device that stored the content. The manager device is not identified by the physical address and the system then identifies the communication endpoint associated with the identified manager device and maps the physical address corresponding to the identified communication endpoint. The system establishes a connection to the communication endpoint using the mapped physical address to obtain the requested content.;
