The present invention relates to a quick-setting cement concrete composition and a method for repairing a road or concrete bridge structure by using the same. According to an embodiment of the present invention, the quick-setting cement concrete composition, which has enhanced rust and water resistance and is used for repairing a road or bridge concrete structure, includes: 5-40 wt% of a quick-setting cement binder; 20-70 wt% of fine aggregate; 10-60 wt% of coarse aggregate; and 1-15 wt% of water. The quick-setting cement binder includes: 20-80 wt% of Portland cement; 10-60 wt% of calcium sulfoaluminate (CSA); and 1-20 wt% of C_12A_7 group calcium alumina cement (CAC).
