According to the present invention disclosed are an apparatus and a method for detecting a target by using dual-polarized waves. In particular, the present invention relates to an apparatus for detecting a target by using dual-polarized waves, wherein the apparatus classifies a reception signal into a first reflection signal and a second reflection signal according to the number of reflections by using dual-polarized waves, and determines whether the reception signal is a target signal reflected from a target in consideration of a difference in magnitudes between the classified first reflection signal and second reflection signal. The apparatus of the present invention comprises: an antenna unit which radiates a signal for detecting a target and receives a reception signal received by reflecting the radiated signal; a comparator which separates the reception signal into at least polarized signals of a first group and polarized signals of a second group in consideration of the polarization direction of the reception signal, and adds the polarized signals belonging to a corresponding group to the first group and the second group; and a signal processing unit which classifies the reception signal into a first reflection signal and a second reflection signal according to the number of reflections by using the sum of the polarized signals of the first group and the polarized signals of the second group, and determines whether the reception signal is a target signal reflected from the target by comparing a difference in magnitudes between the classified first reflection signal and second reflection signal with a pre-stored reference value.
