The present invention relates to an integrated positioning apparatus using a system bias of a multi-satellite navigating system and a method thereof, capable of accurately measuring a position by fixing a mutual system bias of multi-satellite navigating systems, including GPS, Galileo, GLONASS, BeiDou, and QZSS, as a constant. The integrated positioning apparatus includes: a receiving part (110) receiving a satellite signal including satellite navigating system information from a plurality of satellite navigating systems; a code and carrier wave phase observation part (120) observing a carrier wave phase and a code observation value of satellites by using the satellite navigating system information outputted from the receiving part (110); an ionosphere delay error removing part (130) removing an error of an ionosphere through an ionospheric free linear combination of the carrier wave phase value and a pseudo range of a dual frequency signal included in the code observation value; and a state vector calculating part (140) calculating the state vector after fixing intersystem bias (ISB) values of the satellite navigating systems as a constant having a value calculated before the positioning.
