The present invention relates to a highly refined mineral oil asphalt regenerating additive and regenerated asphalt concrete using the same and, more specifically, to a highly refined mineral oil asphalt regenerating additive containing mineral oil made by hydro-purifying or solvent-refining naphthene-based oil, mineral oil made by hydro-purifying or solvent-refining paraffin-based oil, and an alkaline earth metal salt mixture and regenerated asphalt concrete using the same. To achieve the purpose, the highly refined mineral oil asphalt regenerating additive includes: 10-70 parts by weight of the mineral oil (a) made by hydro-purifying or solvent-refining naphthene-based oil; 30-90 parts by weight of the mineral oil (b) made by hydro-purifying or solvent-refining paraffin-based oil; and 1-10 parts by weight of the alkaline earth metal salt mixture (c) in proportion to 100 parts by weight of the asphalt regenerating additive. The regenerated asphalt concrete using the highly refined mineral oil asphalt regenerating additive is included.
