The present invention relates to an apparatus for carbon electrode surface treatment for scale removal and a method thereof. Surface treatment conditions including temperatures, time, fluorine gas pressure, or a combination thereof, which achieve maximum electric conductivity according to a material used for the carbon electrode are calculated, wherein the carbon electrode is used for a water treating machine for removing scales generated by accumulation in a pipe or suppressing scale generation. By performing the surface treatment of the carbon electrode by using the calculated surface treatment conditions, a process according to fluorine coating of the carbon electrode can be shortened and carbon content and electrode characteristics can be enhanced.
