The present invention relates to a district heating generation system including a heat pump using district heat and a method of controlling the same. The district heating generation system comprises: a steam turbine which uses high-temperature steam to generate power; a district heating heat exchanger for supplying district heating water by using extract steam and exhaust steam heat of the steam turbine; and a medium-temperature water operated absorption type heat pump which raises the temperature of at least a part of district heating high-temperature water supplied from the district heating heat exchanger and the temperature of at least a part of district heating low-temperature water recovered by using refrigerant circulating the inside so as to raise the temperature of water at an inlet of the district heating heat exchanger, and receives unused calories from an external side. The absorption type heat pump comprises: an evaporator which receives the unused calories; an absorber which receives the recovered district heating low-temperature water to primarily heat and discharge the district heating low-temperature water; a regenerator which uses the district heating high-temperature water as a driving heat source, receives the district heating high-temperature water discharged from an outlet of the district heating heat exchanger, and discharges the district heating high-temperature water, the temperature of which is lowered due to heat exchange; and a condenser which receives the primarily heated district heating low-temperature water discharged from the absorber and steam from the regenerator, heat-exchanges the steam with the primarily heated district heating low-temperature water to secondarily heat the district heating low-temperature water, and discharges the secondarily heated district heating low-temperature water to the inlet of the district heating heat exchanger. According to the present invention, the district heating generation system is designed to recover condensed latent heat of moisture of exhaust gas, cool heat of equipment, and heat discharged in the process of transformation, such that it is not necessary to separately consume power or steam to recover low-temperature thermal energy, thereby being able to enhance power efficiency and recovery efficiency.
