The present invention relates to compressive composite gunpowder and, more specifically, to a method for manufacturing compressive composite gunpowder using a polymer emulsion and compressive composite gunpowder manufactured through the same, capable of maximizing the efficiency of processes by using a polymer emulsion. The method includes: a polymer emulsion manufacturing step of manufacturing a polymer emulsion through polymerization by mixing a monomer and an emulsifier of a polymer binder with processing water and then adding an initiator; a slurry manufacturing step of manufacturing slurry by mixing a material including gunpowder and an emulsion breaker with other processing water; a flocculated particle forming step of forming flocculated particles covered with the polymer binder on the surface of the material by adding the polymer emulsion to the slurry; and a flocculated particle obtaining step of collecting and drying the flocculated particles through filtering.
